Fred, I read your blog. I think that the only plausible explanation for the more effective collections is reduction in fraudulent listings going through, in other words I agree with what you were told by employees that low contact rates were a big problem. I don't believe that Penncro is growing more competent, and the whole auto dialer set at the same time of the day all the time story seems like complete BS.
